Analisis Kebijakan Pengendalian Polusi melalui Uji Emisi Kendaraan Bermotor Berbahan Bakar Minyak (BBM) di Wilayah DKI Jakarta

Kualitas udara di DKI Jakarta setiap tahunnya selalu mengalami penurunan yang disebabkan oleh pertambahan jumlah kendaraan yang selalu meningkat. Untuk mengurangi dampak negatif dari keberadaan jumlah kendaraan yang berlebihan tersebut, diterapkan kebijakan uji emisi yang dilakukan dengan mengecek kelayakan kinerja mesin dari segi efisiensi pembakaran terhadap kendaraan bermotor yang menggunakan bahan bakar bensin. Melalui uji emisi tersebut diharapkan dapat mengurangi polusi yang dikeluarkan oleh kendaraan bermotor tersebut dengan memastikan bahwa mesin yang dipakai tidak mengeluarkan banyak polusi. Penelitian ini kemudian dilaksanakan untuk menganalisis bagaimana pelaksanaan dari kebijakan dimaksud yang dilakukan di wilayah DKI Jakarta untuk mengendalikan tingkat polusi dilihat dari potensi dan tantangan yang dihadapi. Metode yang dipergunakan dalam penelitian ini adalah penelitian dengan pendekatan kualitatif yang dilakukan dengan menggunakan studi literatur. Hasil dari penelitian ini menemukan bahwa potensi dari pelaksanaan kebijakan ini tidak sebesar dibandingkan dengan tantangan dari pelaksanaannya. Potensinya adalah dengan kebijakan ini bisa mendorong terjadinya inovasi terhadap teknologi mesin kendaraan. Tantangan yang dihadapi adalah seperti (1) sulitnya pengawasan kebijakan; (2) subsidi atas bahan bakar minyak (BBM); (3) polusi dari daerah sekitar; dan (4) pertumbuhan jumlah kendaraan. Sehingga, penelitian ini merekomendasikan adanya tambahan kebijakan lainnya sebagai pendukung dari kebijakan uji emisi ini apabila ingin benar-benar melakukan pengendalian terhadap polusi di wilayah DKI Jakarta.
